Fair Housing and Equal Opportunity (FHEO)Thank you for your interest in EIRHA’s housing programs.  We maintain a waiting list for our housing programs according to Federal housing laws. Our online pre-application is an easy, step-by-step way to get your name on our waiting lists.

You must complete the entire application for the application to be valid.

Once completed, after 30 days phone 563-231-7959 to check your status on the waiting list.

Before you begin the application, you must have the names, dates of birth, and Social Security Numbers available for all household members.  You should also know the amount of income, assets, and expenses for each household member.

If you are unsure which housing program or property is right for you, go back and review the property and program descriptions on our Web site before beginning the application.

A brief description of the programs offered include:

Section 8 Housing Choice Voucher (HCV) – qualifying households (50% or below County Median Income (CMI)) pay a minimum of 30% of their adjusted income or $50.00, whichever is greater, toward rent and utilities. EIRHA then makes monthly rental payments on behalf of the household to their landlord. The client will receive a voucher that they can utilize within the 7 counties EIRHA serves.

Public Housing – qualifying households (80% or below County Median Income (CMI)) pay a minimum of 30% of their adjusted income or $50, whichever is greater, toward rent and utilities. Rental payments are made directly to EIRHA on the first of the month. Units are owned by EIRHA and scattered throughout Dubuque, Delaware, Jackson and Clinton counties.

Tax Credit – qualifying households (60%, 50% and 40% or below County Median Income (CMI)) can apply for the two Tax Credit sites waiting lists. Two, three and four bedroom units are located at 2325 Radford Road in Asbury, Iowa and 110 Peterson Drive in Peosta, Iowa.

United States Department of Agriculture (USDA) – qualifying households (80% or below County Median Income (CMI)) can apply for two USDA sites waiting lists. One bedroom handicap/elderly/disabled unites are located at 317 2nd Ave., SW in Worthington, Iowa and 502 Williams Street, Grand Mound, Iowa.
